Dr. Ratan Lal Basu was born on Thursday, 23 December 1948 (age 74 years; as of 2023) in a village named Belakoba in the Jalpaiguri district of West Bengal, India. His zodiac sign is Capricorn. He passed his Higher Secondary Examination from Belakoba High School, which was 17 km from Jalpaiguri town. Dr. Ratan Lal Basu gained his M.A. degree in Economics from Presidency College, Kolkata. He did a PhD in Economics (Arthashastra of Kautilya). He is a prolific writer of fiction, Indology, and ancient history.

Dr. Ratan Lal Basu was a Lecturer of Economics in a Government-sponsored college affiliated with the University of Calcutta. Dr. Ratan Lal Basu retired as the Teacher-in-Charge (Acting Principal). From June 2009 to May 2014, he was known as the Treasurer of the Bengal Economic Association which is also known as Bangiya Arthaniti Parishad. Since 26 September 2020, Dr. Ratan Lal Basu has been a member of the faculty of Fundación MenteClara, Berazategui, Buenos Aires, Argentina.
