LACK OF EFFECTIVE PUPILS PERSONNEL SERVICES IN EDUCATION SECTOR

  The major function of pupils’ personnel services is to help the school and mostly the pupils to accomplish educational goals and objectives in Kaduna North Local Government Area of Kaduna state of Nigeria. As Omonogie (1973:38) noted that to ensure adequate pupils personnel services for either an entire school system or for an individual in an educational institution, provision is usually made in such areas as child study guidance and counseling, testing, visiting, teaching and social workers, speech and hearing special education for the physically handicapped, emotionally disturbed, mental retardation and the mentally gifted. These services should be provided to students in all schools in Kaduna North Local Government Area

in Kaduna state of Nigeria.

  Campbekk (1973:151-152) remarked that, in these areas, the school authorities have the responsibility of providing the services as they can fit orderly appropriate and adequate. He contended that in the course of actual implementation of the public personnel programmes, provision should be made to accommodate criticism and suggestions for the improvement of the facilities by the schools and the pupils of themselves. He future stated that the area  participation in the pupils personnel services at the secondary school and tertiary levels includes taking decision on the quality and quantity of the facilities to be provide and their effective  and functional and administration. He also pointed out that the pupils should be free to make suggestion on how to improve such facilities and channel of communication for this purpose should also be likely defined to suit the pupils’ needs.

  Abin (1974:75) remarked that pupils personnel services in school embraces all those activities aimed at promoting the pupils social and emotional welfare in public education. In this regards the administration should organize a sort of education programme school guidance and counseling  services for the development of each pupil which wiil be based on advice to be given to pupils.

  According to Ozigi(1977:45), the administration should establish a post  of a career master and appoint any interested member of staff to the position, and he should try to find out if any training opportunity for him to be trained as a counselor. Moreover, good guidance and counseling services should be provided throughout the entire school life of the pupils so as to help the individual pupils with particular problems and difficulties to find solution to their problem

Finally, Adaralegbe (1975:63) declared that an ideal administration ensures that every student should be given adequate opportunity reinforcement and motivation to carry out his study. This researcher suggest that schools should encourage extra-curricular activities like ensuring that adequate school heath services .boarding facilities moral and civil orientations  are maintained in the schools in Kaduna North Local Government Area in the state of Nigeria.
