What Does CIDB Mean?

Construction Industry Development Board (CIDB) is a body in SA that was established by Act  38 of 2000 of the constitution.

The duty of the board is to help determine the maximum value a contractor can comfortably fulfill. It is for this reason, you may need CIDB registration for certain construction works.

About CIDB Registration

Registering with the Construction Industry Development Board means that a project or contractor has to be acknowledged with the National Register of Projects and Register of Contractors that is maintained by the CIDB.

The CIDB registration requirements differ for both the private and the public sectors. After applying, you are then given a CIDB certificate.

CIDB has the mandate to lead construction industry stakeholders in construction development and to facilitate regulation and development of the construction industry. The CIDB is required in terms of the Construction Industry Development Board Act to establish the Register of contractors and Register of Projects.

The Register of Contractors: contains categorized information about contractors as well as their grades. The categories are based on works and financial capability. Clients from the public sector are required by law to use the Register of Contractors when considering tenders involving construction work.

The Register of Projects: On the other hand, the Register of Projects contains information like nature, distribution, and project value. Clients from the public sector are required to register projects whose worth is above R200, 000. Big state-owned entities and private sector clients must register projects whose value is over R10 million.

What is a CIDB Grading?

CIDB grading helps to determine the maximum value a contractor can comfortably fulfill. A higher grading number means an increased limit to the tender value. A grade of nine means the contractor does not have a limit.

Upon registration, you will be given a code to show what kind of work you can do. The code shows the class of work you can do. The codes and classes can be accessed from the .

You have to add the project name to the Register of Projects if you qualify as a government institution or a private entity that meets the previously mentioned requirements. The registration and everything involved is done from the CIDB website.

In order to ensure compliance between the Register of Projects and the Register of Contractors, there is a platform known as i.tender. In order to access this platform, you need to log in through a password-protected setup. To get login details, go ahead and register from the Construction Industry Development Board website.

CIDB Registration Fees

Applications must be accompanied by proof of payment of administration fees (for all grades) as well as annual fees (for grades 2 and higher).

A contractor applying for more than one grade in Grades 2 to 9 only needs to pay the annual fees for the highest grade, but is required to pay an admin fee per class of works applied for.

NB: Administration fee is non-refundable (for both compliant and non-compliant applications)

CIDB Step-by-Step Registration Process

Follow the steps below when applying for registration of the CIDB.

• Read the guidance pages on the application form.
• Ensure that you understand what is required for the grade that you are applying for.
• Complete the relevant sections of the application form.
• Use the checklist in the application form to see if you have attached all the required documents.
• Submit the form together with supporting documents and proof of payment.

NB:

• Keep a copy of the registration form and supporting documents for your records.
• Application forms must be completed in full and sent to the CIDB together with all required supporting documents.
• All applications must be submitted on an approved-registration form, which may be collected at any of our CIDB Provincial Offices nationwide or downloaded from our website at www.cidb.org.za.

Application Requirements for Grade 2 to 9

Contractors applying for Grade 2 to 9 are required to submit the following documents:

• Application form: CRS F007
• Proof of payment for registration
• Company registration documents
• Originally certified ID copies of all principals up to a maximum of 20
• Valid Tax clearance certificate
• Financial Statements for the two years immediately preceding the application.
• All applications from Grade 3 and above must be accompanied by financial statements prepared in accordance with Generally Accepted Accounting Practice (GAAP) and/or the International Financial Reporting Standard (IFRS) and must be certified by a person registered with a professional institution;
• Grade 2 applications do not require Financial
  Statements but require a track record of at least
  R130 000.00
• Track record documents for a contract completed in the last 5 years for each class applied for including:
  o Letter of award
  o Certificate of Completion (Practical/Final Delivery)
  o Final / Latest payment certificate.
• Certificates for Registered Professionals employed (as per grade applied for)
• For EB Class of Works, please attach an originally certified copy of an Electrical Contractor’s Certificate issued in the name of the company.

Application Requirements for Grade 1

The required documents for grade 1 registration are:

• A completed grade 1 application form
• Originally certified ID copies of all principles up to a maximum of 20
• The company registration documents
• A valid original tax clearance certificate
• Proof of payment of R450.00 registration fee per class of works applied for
• For EB Class of Works, please attach an originally certified copy of an Electrical Contractor’s Certificate issued in the name of the company.

NB: Grade 1 registration only requires renewal after three years. The annual fee is not applicable to Grade 1 contractors.
