Facts About Excelsior Scholarship
Governor Andrew Cuomo’s plan to establish the Excelsior Scholarship program, which the governor billed as the nation’s first offer of “tuition-free” two- and four-year education to the middle class, was adopted by the New York State Legislature in April 2017.
The State (SUNY) and (CUNY) committed to waiving tuition for undergraduate students from state resident families with gross yearly incomes up to $125,000, which was 184 per cent of the statewide household median in 2018.
Cuomo’s office estimated that 940,000 New York families with college-aged children would be eligible, but the program’s limitations and conditions ensured that the number of real scholarship recipients would be substantially fewer.
Therefore, it is a financial aid program run by the state of New York that provides free tuition to students attending either a State University of New York (SUNY) or a City University of New York (CUNY) institution.
If students and potential students are qualified, SUNY Empire State College encourages them to take part. The prize is limited to $5,500 per year and can only cover tuition costs.
The Excelsior Scholarship Status
The Scholarship provides tuition help to qualifying students attending public colleges and institutions in New York State (SUNY and CUNY).
When combined with other student financial aid programs, this award permits students to attend a SUNY college tuition-free.
The Excelsior Scholarship only covers tuition and does not cover any other college expenses.
Excelsior Scholarships had been awarded to 24,000 students, or 3.8 per cent of total SUNY and CUNY undergraduate enrollment, as of 2018-19, the program’s second year.
With full implementation of this year, participation for 2019-2021 is estimated to reach 30,000.
The Excelsior‘s major flaw is not that it failed to deliver on what appeared to be a broad promise of tuition-free college for everybody.
The state couldn’t afford to turn college education into an unconditionally “free” middle-class entitlement without slashing other programs by billions of dollars.
The abolition of public college tuition is a contentious policy priority in terms of and efficiency.
Even if you ignore the overblown promises, the Excelsior Scholarship program is problematic for three reasons:
1. It’s a backward statement
Excelsior is a “last-dollar” addition to other state-funded and institutional aid programs that already eliminate or considerably decrease tuition for hundreds of thousands of New York’s low-income students.
However, unlike similar programs, the Excelsior Scholarship’s net value rises with the gross income of the recipient’s tax-filing household—regardless of family size, living expenses, or marital status—before plummeting to zero once income exceeds $125,000.
Many students who qualify for the maximum Excelsior award of $6,470 could pay New York’s comparatively cheap public college tuition rates with no further financial assistance.
2. It is difficult to administrate
Excelsior demands a minimum of 12 credits per semester and a full course load of 30 credits per year, which cannot be fully validated until the year has ended by school financial aid offices.
Excelsior scholarship recipients must also sign a contract stating that they would reside and work in New York State for the same number of years as they earned the award.
Those who do not meet the residency and labour requirements will have their grants turned into interest-free 10-year loans—a difficult-to-enforce clawback provision.

3. It keeps the private sector out
New York has the biggest number of public and private colleges in the country. Over 40% of New York residents seeking four-year degrees begin their studies at private colleges in the state, which offer more baccalaureate degrees than SUNY and CUNY combined.
However, the Excelsior program excludes students from private universities, which is a significant change from Albany’s longstanding bipartisan commitment to promoting a diverse range of educational opportunities.
Excelsior was marketed as a solution to what Cuomo described as a college affordability issue, with average debt levels of $30,000.
In actuality, just half of all SUNY undergraduates—and one out of every four CUNY students—graduate with outstanding student loans.
Instead of continuing to restrict tuition at the state’s four-year public universities, the governor and legislature elected to support Excelsior.
According to this analysis, SUNY could have avoided at least half of the $600 in base tuition hikes it has imposed since 2017-18 if it had received its portion of the almost $119 million presently planned for Excelsior.
SUNY and CUNY continue to charge significantly lower tuition and fees than public systems in other states, notwithstanding these increases.
The money earmarked for Excelsior scholarship could be better used increasing the state’s current TAP scholarships to lower the cost of college attendance for New Yorkers who can least afford it.
TAP is the most comprehensive means-tested scholarship program financed by any state, with over 300,000 recipients and a budget of over $900 million—a college affordability boost genuinely worth bragging about.
TAP, unlike Excelsior, is based on demonstrable financial need, with mo
st benefits going to students from low-income families.
It yearly funds a tuition-free SUNY and CUNY education for far more students than are now eligible for Excelsior scholarships.
TAP dramatically cuts tuition costs for low-income students attending private colleges in the state when combined with federal Pell grants and institutional help.
As a result, it makes it possible for New York students to attend the institution that best meets their academic interests and career objectives.

Excelsior Scholarship Deadline
First-time students beginning school in the fall of 2022 and existing college students who have never received the Excelsior Scholarship are eligible to apply for the 2022-2022 academic year.

To be eligible:
An applicant must be a New York State resident who has lived in the state for at least 12 months before the start of the term;
• Be a U.S. citizen or eligible non-citizen
• Have either graduated from high school in the United States
• Earned a high school equivalency diploma, or passed a federally approved “Ability to Benefit” test, as defined by the Commissioner of the Department of Education.
• Be enrolled in at least 12 credits per term toward your degree program and earn at least 30 credits per year toward your degree program.
• If you attended college before the academic year for which an award is sought
• To have earned at least 30 credits per year (continuously enrolled) toward your degree program before applying for an Excelsior Scholarship.
• Be in good standing with any NYS or federal education loan program, as well as with the payback of any NYS award.
• Comply with the terms of any service condition(s) imposed by a previous NYS award; and
• Enter a contract agreeing to reside in NYS for the duration of the award, and to be employed in NYS if employed during that period.
Award Amount:
After other federal and state grants and scholarships have been applied, the Excelsior Scholarship pays any leftover shortfall in tuition fees up to $5,500.
The tuition rate* charged is first subtracted from the total dollar amount given from other student financial aid awards for the academic year, such as an NYS Tuition Assistance Program (TAP) award and/or a federal Pell grant.
The Excelsior Scholarship covers any remaining tuition costs up to $5,500. When tuition costs surpass the total amount of financial aid a student receives, a tuition credit will be applied to the leftover debt.
Tuition prices are based on SUNY ($6,470) or CUNY ($6,330) resident tuition rates for 2016-17.

Getting Credits in Order:
A student who is not on schedule to complete an Associate’s degree in two years or a Bachelor’s degree in four years (which requires the completion of the equivalent of 30 credits each academic year) can make up the credits needed to be eligible for an Excelsior Scholarship.
You may reapply to be eligible for an Excelsior Scholarship for the rest of your undergraduate degree program if you successfully obtain more credits during a term or academic year and get back on track to complete your degree on time.

Students with qualified disabilities who at
tend less than full time and are eligible for an Excelsior Scholarship must register with their college’s office for students with disabilities to be considered for an Excelsior Scholarship.
The Excelsior Scholarship program requires you to remain continuously enrolled and finish the number of credits you attempted each semester to fulfil the requirement for on-time degree completion if you are a student with a disability under the Americans with Disabilities Act.
If you haven’t earned credits for all the courses you’ve attempted, you can make up for a lost time by earning additional credits during a Summer and/or Winter session (s) and getting back on track for credits you haven’t yet completed.
Students with disabilities who may show good cause for finishing fewer credits than attempted and/or a break in attendance may appeal the decision by filling out the Excelsior Scholarship Program Appeal Form.
Appeals:
Students whose current or preceding year adjusted gross income is $125,000 or less than a result of a handicap, divorce or separation of a parent, spouse, or the student, or the death of a parent or spouse, may appeal their eligibility by filling out the Income Appeal Form.
Students who are found ineligible due to a failure to achieve the annual credit or continuous enrollment requirements and can show good cause may appeal the decision by filling out the Excelsior Scholarship Program Appeal Form.
Payment:
To receive award payments after the initial application year, an Excelsior Scholarship recipient must annually complete the Free Application for Federal Student Aid (FAFSA) and the NYS Student Aid Payment Application each year.
Duration:
An Excelsior Scholarship recipient is eligible to receive award payments for up to two years of full-time undergraduate study in an associate’s degree program or four years of full-time undergraduate study in a bachelor’s degree program, or five years of the program of study normally requires five years.
New applications for the Excelsior Scholarship for the school year 2022-2022 are now being accepted.
Tuition-free education is available to students who will attend SUNY and CUNY colleges and whose families earn up to $125,000 per year.
When paired with other aid programs, the Excelsior Scholarship permits a qualified full-time student to attend a SUNY or CUNY college tuition-free.

Ans: This is a scholarship. However, the scholarship converts to a loan when a student does not fulfil the residency requirement. The scholarship does not revert to a loan if the student becomes ineligible and loses the scholarship while continuing their undergraduate work prior to graduation. If the scholarship reverts to a loan, that loan will not incur interest.
Ques: If I complete my associate degree, can I receive this award to get my bachelor’s degree?
Ans: Yes, provided the college that you attend accepts all the credits you earned in completing your associate degree, and you meet all other requirements for the Excelsior Scholarship.
