Federal Inland Revenue Service (FIRS) was created in 1943. Prior to that time, its functions had been performed by the Inland Revenue Department of British West Africa. The Board of Inland Revenue was created in 1958, and the service gained autonomy with the passing of the FIRS (Establishment) Act 13 of 2007.
In 2003, the Federal Government of Nigeria recognized that poor service delivery in the public sector had become an urgent national issue and undertook a series of steps that lead to the entering into a Service Compact (SERVICOM) with all Nigerians in March 2004.
This was followed by the creation of the SERVICOM office within the Presidency to ensure the entrenchment of excellent service delivery in the public sector in policy, programmes, and practice.
In line with the subsequent Presidential Mandate, the FIRS created a unit in 2014 to institutionalize Service Delivery within the Service. This unit has undergone various transformations to meet the tempo of ever-changing FIRS organizational reforms and the needs of taxpaying public and stakeholders.
In 2011 FIRS created a Taxpayer Service Department (TPSD) for enhanced focus on taxpayers as well as the National Taxpayer Advocate position (in 2012) to ensure effective high-level advocacy for taxpayers.
The Federal Inland Revenue Service, FIRS is a Federal Government of Nigeria parastatal. Under the old structure as prescribed by the CITA, cap 60, LFN 1990, the FIRS was an operating arm of the Federal Board of Inland Revenue (FBIR).
1. Senate Approves N168.8 Billion 2021 Budget For FIRS
The Senate on Wednesday at plenary approved the sum of N168,809,476,220 to fund the proposed 2021 budget of the Federal Inland Revenue Services (FIRS).
The approval covers the Personnel, Overhead, and Capital expenditure cost of the FIRS for the 2021 fiscal year. Newsmen reports that the approval was sequel to the consideration of a report by the Senate Committee on Finance.
The Chairman of the Committee, Sen. Solomon Olamilekan Adeola, (APC – Lagos West) while giving a summary of the budget, said N1.56 trillion was projected as a collection for oil revenue; N4.502 trillion from non-oil revenue for the service.
2. FIRS Extends Tax Debt Payments
The Federal Inland Revenue Service (FIRS) has further extended the closing date of its waiver of penalty and interest window on tax debts owed by individuals and businesses from June 30, 2021, to August 31st, 2021.
Executive Chairman of FIRS, Muhammad Nami, disclosed this latest extension in a statement issued on Wednesday by Director, Communications and Liaison Department, FIRS, Abdullahi Ismaila Ahmad.
Nami stated that the extension is a follow up to a number of palliative measures devised by the FIRS to cushion the effects of the COVID-19 pandemic on the Nigerian economy in order to support tax-paying individuals and business entities in the country.
3. FIRS Generates N66 Billion From Stamp Duties
The Federal Inland Revenue Service (FIRS) has generated the sum of N66 billion from stamp duties between January and May.
The FIRS Director, Communications and Liaison Department, Abdullahi Ahmad, made this known in a statement in Abuja on Tuesday.
Ahmad said the Executive Chairman of FIRS, Muhammad Nami, disclosed this at the inauguration of the Inter-Ministerial Committee on Audit and Recovery of Back Years Stamp Duties and the unveiling of the FIRS Adhesive Stamp in Abuja.
Mr Nami said the money realized in the first five months of the year from stamp duties represented about 1,000 percent increase.
4. FIRS Chief Pressed For Facts On ‘Controversial Employment’
Muhammed Nami, the Executive Chairman of the Federal (Board) Inland Revenue Service (FIRS), has been pressed for details on five staff members employed on alleged ethnic consideration.
The said staffers were initially employed on a contract basis and currently are directors in the service. A lawyer, Olajide Owonla, of Fombina Chambers in Abuja, made the request based on the Freedom of Information (FoI) Act 2011.
Owonla is demanding the states of origin, local government areas, and curriculum vitae of the affected staff members.

5. FIRS: We Retired Nine Directors For Others To Grow
The Federal Inland Revenue Service (FIRS) on Monday disclosed that nine directors that were recently retired were to pave way for the progression of younger staff whose careers had stagnated for years.
A statement issued by Director, Communications and Liaison, Abdullahi Ismaila Ahmad, noted that “management had observed that there was stagnation in career progression in the service because some directors had served for about 10 years while younger members of staff who also possessed requisite expertise could not progress in their career line.
6. FIRS Staff Tests Positive For Coronavirus
A top official of the Federal Inland Revenue Service, FIRS, Salihu Umar, has tested positive for Covid-19. In series of tweets via his Twitter handle @Necessay_Cho, Salihu, he said he was on a flight with someone who tested positive.
He has, therefore, called on the government to lockdown Lagos and Abuja forthwith to contain further spread of the deadly virus. The tweets a few hours ago @Necessary_Cho read: “I have just tested positive for COVID19.
