JOB RECRUITMENT FOR HUMAN RESOURCES ASSISTANT (GS-5), DHR, NEW YORK, UNICEF, USA


Purpose of the Position

Under the general supervision of the Senior HR Manager/Business Partner, responsible for a full range of HR support activities related to emergency countries on recruitment and staffing within the countries designated as emergencies. Also, the incumbent provides administrative support to the HR team.

Key Expected Results

    Under the guidance of the HR Manager, arranges internal and external advertisements and assist in timely and efficient screening of applications, taking into account minimum requirements including qualifications, competencies, eligibility to apply in line with the requirements. Responds to queries regarding the status of the vacant posts.

    In consultation with HR Manager, monitors recruitment actions and follow-up with hiring offices and technical units regarding recruitment cases. Compiles background information on recommended candidates for CRB submissions. Prepares acknowledgement and regret letters. Prepares offer formally advising candidates of selection. Draft documentation for emergency decisions approval. Works with GSC colleagues on preliminary entitlements letter for the “one offer” pilot program.

    Follow-up with CO HR Managers and DFAM Budget Assistants, to expedite funding confirmation for vacant positions.

    Send profiles from TGs to HR Managers from emergency country offices when requested.

    Corresponds with divisions/offices for the purpose of gathering and disseminating information in response to staff queries

    Records and maintains recruitment history in electronic system. Generates statistical reports on vacancy rates, HR Matrices and Management Information Indicators.

    Provides general administrative support duties to the HR team.

Qualifications of Successful Candidate

    Completion of Secondary Education (e.g. High School Diploma) is a minimum requirement.

    Minimum of five (5) years of relevant work experience in human resources, personnel administration, administrative support services and/or a directly-related field is required.

    Knowledge of systems (VISION SAP-HR), UN Staff Rules and Regulations, UNICEF policies is considered an asset.

    Fluency in English (verbal and written) is required. Working knowledge of another UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

    Must pass the UN ASAT (Administrative Support Assessment Test) in English (please mention in your cover letter whether you passed this exam)
